Shrub to small tree, up to 16 feet tall (5 m); thick stems exuding a white poisonous milk when damaged; fleshy leaves 5 to 7 inches long (12-18 cm). Watering Needs: Moderate water, good drainage. Poisonous Part: Milky plant sap from all parts.

I think that the true name of this plant is now Euphorbia bicompacta var.rubrafolia or also Euphorbia bicompacta Bruyns both accepted . Hope this helps someone !

So happy to know what my mystery plant is finally. Was given to me by friend that had it 25 years an did not know name. I have given starter plants to my children and like this plant. This summer mine grew to 8 feet but has never had any type of bloom. Can you explain that?
